Z, I think I may have fixed the problem, but I'm not sure. Let me know if you run into any more errors. As far as the resize mod goes, I got rid of it for now, until I can figure out a better solution.

FYI, I'm pretty sure there is a thumbnail code that the Imageshack uploader will give you, so if you know that the pic is extremely huge (Bill!) you could use that code instead.

The reason why it shows only after you log in is because most of the news is for members only. Also, you can't even use the shoutbox if you're not logged in, so the news ticker wouldn't even matter if people are trying to use the shoutbox while not logged in.
