This is something that I've noticed only with my Bridgestones, but they got a lot of brown shit on the sidewalls, and it wont come off with normal scrubbing. It almost looks like rust, but on rubber, haha.

Has anyone experienced this before? What causes this crap?

Usually, that's caused by certain tire dressings.  I have had that happen too.  I use the Meguiars foaming tire cleaner a lot of times for quick results.  Here's what I do when I clean my wheels:
- rinse
- spray on wheel cleaner (currently P21S)
- let it dwell for a minute or two
- agitate with a wheel brush making sure to rinse the brush often using the 2 bucket technique
- use a tire brush on the tires with a soapy brush
- rinse

Wesley's bleach white tire cleaner has always been my go-to: http://www.westleys.com/

spray it on, let it settle and you can literally see the brown stuff dripping off.  then scrub it with a brush.  presto.

I've never used Westley's, but that's the same thing that happens when I use the Meguiar's foaming tire cleaner.
