I really need to learn how to do the HDR pictures.. what settings to you take the shots at? don't you merge like 3 shots that were taken at different settings?

Just merging 3 pictures will not get you these results but I suggest you watch some videos on youtube about the basics of HDR and go from there!
These shots are a combination of one image being underexposed 2 stops, one exposed correctly, and one over-exposed 2 stops. Some people get a little crazy and merge 10 shots taken 1/3 or 1/2 stop apart but I find that a little ridiculous.

ok, i'll definitely look into that then. the cars almost seem to have a glow around them. incredible doesn't even describe these pictures.
