You could always buy a 20k car you like and put 5k in it to make it fast.  Or do you want something fast in stock form?

The stock 2.4i's are slow as dog shit. He would want a T5 or T6 at a minimum and that will run you over the $25k mark, unless it's a C30.  I think that's too small for his tastes.

I say get an IS or a Toybaru. The scion is definitely in your price range and it's new.

true true 2011 Ford Mustang V6 and the Chevy Camaro ls are both shy under 25k now adays good bang for the buck. yeah with volvos the T series engines are the ones i like i think there the sleeper underdogs when it comes to power . Scion has alot of support so for the price am sure its a steal depening which model you go for

Problem is he wouldn't be able to deal with the issues of a used car. He's driving a Mazda 3 now too, so a Vespa would feel fast to him. 

Get the scion and call it a day.

My thoughts exactly, and usually they are already modded with a pulley and tune

And Nelson, I drive a V6 Mazda6. Relatively speaking its fast, compared to a vespa.
