If orange peel is really what you are describing wetsanding will level it out BUT you then need to compound with wool (more than likely a couple times) then multiple steps of varying polishes will be needed to restore the gloss... This process should not be be tried unless you have tested your process MULTIPLE times on a scrap panel...

If it is contaminants on top of the paint (fall out / rail dust / etc), clay bar will remove it.
