I hope this is not a stupid question but.. is the beam on the right fog suppose not leveled? I'm asking this because my inspires do the same as well

If I understand what your asking the answer is no, the beam on the right fog light should not be level.

The reason for this is so that you have greater visibility to the side of the car while driving (you can see the road, trees, animals about to jump in front of you etc... a little better) in fog or normal driving conditions. The headlights are also aimed this way to make it easier to see the side of the road, street signs and off road obstacles better at night.
