Are you sure that the rims are +45? This is the same specs on TL wheels and they don't rub. I find these specs hard to believe for the gramlights to rub like that.

at first the guy i bought them from said they are +20 offset and i questioned him and then he said he looked it up and they are a +45 offset (roughly) Could it be because of the massive tires size i have?

245/45/17 is a non-rubbing size for TL wheels. I can almost put money that the guys's first assertion is correct at +20.

yeah, its inside the wheel itself right?
running an offset like that that isnt tooooo low but still low, is pretty G haha. so itll look nice when you roll your fenders.
