If your managers aren't following the union regulations then tell your union Rep. File a grievance.  Shit gets done. And you cant always blame the union. The employees tell them what they want they tried to get them that. What usually happens employees usually get tired of the negotiations and sign a crappy deal. My internship is for the city employee union and this is where their at. They want the same stuff on the last contract plus some. City acts like its in ruins and says they have to cut shit.
