Have you received any promotions or merit increases during that 8 year period?

If no, I'm surprised you stayed there that long; but if that is the case, then my recommendation is to talk to your manager about your options.  I wouldn't recommend phrasing it as an ultimatum, i.e. don't threaten to quit if you don't get your raise.  Talk to him or her and tell him or her that you don't think you are properly compensated for your current taskload.  The thing is, you'll need to prove that you earned the increase.  If he or she feels like you have a valid case, he or she should help you with attaining more compensation.  Ask him or her what the guidelines are for either a raise or a promotion, and then show him or her how your work product has met or exceeded what you needed to do.

Depending on the culture of a particular industry, time may not be enough to warrant an increase.

The city promised me step raises every year as terms of my employment. It was supposed to be 3% annually. In my 5 year career, I've seen a 6% pay increase.

This blows. I'm sick and probably going to have to miss work tomorrow. On the bright side, my speeding ticket was dismissed
